        Before to save an Observing-Run please check or insert

               a) a Target b) an Instrument-Config c) a ObsConstraint  

    3 Compose & Save a Proposal
                                                   
      Before to compose and save a Proposal please check or insert
         a) one or more Observing-Run
         b) the list of Co-Investigators
         c) download .sty and  .tex template for the scientific justification

    4 	Check Author Proposal List

    5 Create/Submit a Proposal for Observation calls
